Hi Alan, There are basically two main reasons: stacks contain platform specific files (so not good under share) and also, they should be separated from the core system, so it's probably best to place them under /opt.

Random idea after looking at http://jnovy.fedorapeople.org/scl-utils/dsc.pp.pdf ...why not simply set % dsc prefix to e.g. /usr/share/scl/ instead of /opt/rh ?
