I've had Dell and Seagate do it. Seagate will replace a drive just by filling out a web form--no justification needed at all.
Oh, and IBM too. Of course, these were all under warranty.

Western Digital now require you to run their diagnostic software suit before filing an RMA. I have just had two WD 500 GB SATAII drives punted by my raid controller, but they pass the diagnostic suite.
