Clean up your spec files

Hi,
I am sometimes reviewing spec files and I very often see common mistakes. I mean in packages which are already in
Fedora. For a long time and they have some dust from past times.
I am not going to file bug reports as those are not bugs. I will just point it here and leave it up to you to check your
spec files:
* Group: System Environment/Base
Please remove it. Group was intended for something (sort apps in menus), but it never actually worked. It was required
for EL5 packages. Since EL6 it can be omitted. And nowadays it is recommended to remove it completely.
* rm -rf $RPM_BUILD_ROOT
In the past, it was necessary to clean the buildroot at the beginning of %install and the end of %clean. This is no
longer true and not needed since F12.
* %defattr(-,root,root,-)
If you have this at the top of your %files section, then you can safely remove it. This is default since rpm 4.2, so it
is not needed even for RHEL5.
* Buildroot: %{_tmppath}/%{name}-%{version}-%{release}-root-%(%{__id_u} -n)
RPM define builroot variable since F12 (and EL6). There is no need to define it yourself.

Per the policy I am asking here if anyone knows how to get in touch with
joost (joost(a)cnoc.nl).
I have bug reports for both fpc and lazarus that have gone for weeks
without any response and it's preventing me from building cqrlog on armv7hl
in rawhide due to lazbuild and hedgewars has a segmentation fault due to a
bug in fpc.
I have tried direct emails with no response.

- From time to time I see upstreams using -Werror (or, #[deny(warnings)] in Rust)
which is definitely causing problems when gcc or any other compiler adds new
warnings. Unfortunately, some upstreams reject removing -Werror and use it just
for specific warnings.
I'm thinking about passing --cap-lints warnings to rustc to prevent erroring on
this (and just show warning). Should we do same for C/C++? Or should I
reconsider decision in Rust land?

This change is to bring s390x architecture closer to other Fedora
architectures by adding widely used Fedora variants. This includes
docker images, Atomic Host (iso, qcow2 and raw format) and regular
Cloud Images (qcow2 and raw format).
== Detailed Description ==
We already ship Atomic, Cloud and Docker images on other 64-bit Fedora
supported architectures- aarch64, x86_64 and ppc64le. With Fedora 27,
s390x is part of primary koji build system. Currently, we only ship
Server and Everything variants for s390x. So, our next steps should be
to have missing Fedora variants on s390x architecture which users will
find useful. This brings in shipping Atomic, Cloud and Docker images
in Fedora for s390x as well.

* Proposal owners:
These are isolated changes which doesn't impact existing Fedora 28
release plan on s390x. To have these changes ready to ship in Fedora
28, we mainly require s390x koji builders configured to run these
composes, changes in pungi configuration [
