Is there any point in posting patches for old packages?
I don't follow the question...
There are some packages (mostly X stuff) with self referential descriptions:
libXmu - "X.Org X11 libXmu/libXmuu runtime libraries" libsilc - "SILC Client Library libraries for SILC client" (4 unique words in a 7-word sentence :) perl-Tree-Simple - "A simple tree object."
There aren't many (less than I remembered) so the situation is not bad.
If you are planning to provide patches to fix these descriptions better, go ahead. Might also add fedora-package-review list to the bug report CC list.
