I think this is actually going to be pretty simple: just have a
package "system-user-mysql" that just installs the file and be done
with it.
You can then have the database packages "Requires(pre): (user(mysql) and
group(mysql))" and things should just work.
That is exactly what the first message in the thread was proposing ;)
