That's not the default output we ship, is it? Or did rsyslog defaults change recently? Classic /var/log/messages output does not include ISO dates.
That's after adding one ”#” in rsyslog.conf we ship. I don't know how ”classic” matches latest Syslog RFC document in case of timestamp.
