This basically means 'eclipse module has not been rebuilt for F31 platform'. I believe https://bodhi.fedoraproject.org/updates/FEDORA-MODULAR-2019-33a1b20f0a is the fix for this, so it should be resolved once that gets pushed stable.

That's not a Fedora package, it's from a third-party repository, so you need to talk to the third party in question ;) It looks like their package just needs a rebuild.
