Err, no. If a dependency can be satisfied in various ways then anaconda is free to choose any one of the possibilities at it's discretion in my book.
Such a behavior is just a maintainance nightmare. 'kickstart' is used to build systems in a reproducible way. Having a clear semantic ("transactions must be always unambigous") would help to avoid bad surprises.
(This works for years with 'apt'.)
