No. This completely throws away all the advantages of GNU/Linux package repositories, in particular, shared and automatically resolved dependencies. There is some support for using distribution libraries, but the more the 0install package relies on them, the less it benefits from the purported advantages of 0install (cross-distribution portability, non-root installation etc.). So in practice you'll end up with A LOT of bundled libraries.

0install can also resolve dependencies using 0install feeds. In practice the level of bundling is, I'd say, less than in, say, OS X.
I agree that I'd not say it's ready for packaging an entire distribution, but for specific desktop applications it might be worth a look.
You can install it by using 'yum install zeroinstall-injector', by the way
