It's /usr/lib/rpm/ocamldeps.sh, part of the rpm-build package.
Right, this change was made by Olaf (and I reviewed it), see:

We may well need to rebuild everything to handle this.
Olaf - did you have to rebuild all OCaml packages in SUSE after
you did this? Anything else we need to be aware of?
