fedpkg-1.29 should work with python2-rpkg-1.50 together.
Confirmed this works for Rawhide (F27). But failed for F24 because of
package dependency issue.
$ sudo dnf install --allowerasing ./python2-rpkg-1.50-1.fc27.noarch.rpm
Last metadata expiration check: 1:47:33 ago on Fri Aug 18 14:19:09 2017.
Error: nothing provides python2-koji needed by python2-rpkg-1.50-1.fc27.noarch
