You can use:
yum repolist -v rawhide
...to see when the last time you got data was, if it's over a couple of
days for rawhide something bad is probably happening.
This is not showing anything of any value up as it's complaining about
the metalink. Oddly, Matt's solution of
wget -O - \
'https://mirrors.fedoraproject.org/metalink?repo=rawhide&arch=i686'
does work, but it looks like the problem is a crypto one...
