Wait a minute, wouldn't it make more sense to check the HTTP request
headers for the desired language and serve the proper pages based on
that? ISTR using that mechanism with a website and gettext long ago.
I think we're talking about file:/// calls, not http:// calls. Does
Firefox make an HTTP request via that method?
