From version 1.1.5 , ghc-hslogger will be under BSD license. Earlier it was
under LGPLv2 license. Is this change acceptable for Fedora?

Acceptable. Just announce it on devel list.
Since BSD allows a superset of what LGPLv2 allows, an announcement is probably not necessary for compliance (though I would not contradict official advice). It would still serve to let people who cannot use LGPLv2 content know that they can now use ghc-hslogger.
