There were three things under consideration:
* Freeness of QUALCOMM software license - appears to be free software
* QUALCOMM encryption patents (free?)
* MPEG program stream decoding (not decompression)
Well, there really is a fourth: this is possibly a DMCA violation. Upon
consultation with counsel, we decided that we're much happier with this
living in RPMFusion as a result.
