Just a few comments:
+1 for Xfce. It gracefully delivers a precise and efficient desktop
environment.
My install of Fedora 27 Xfce includes Seahorse (Applications > Accessories
Passwords and Keys).
Have you tried Seahorse?
Is the gpg-agent process running?

functionality as under GNOME (gnome-keyring) without pulling too many GNOME
deps?
