We should just upgrade TeXlive and then deal with any licensing issues if
they are found and reported. Redoing an audit at every new version is not
going to scale and nothing in our policies requires it.
When we suspect, and have already found, improper licenses in a set of
software, we certainly can and should block it from coming in until a
audit is done to clear ourselves of any wrong doing. Doing otherwise
would be willful infringement.
