There is a whole subject here... distributors of GPL2 "or later" have
the opportunity to specify the terms they are distributing it on. For
example, it is a legit option AIUI to specify that you are giving people
GPL2 "or later" stuff under specifically GPL2 terms.
Not really. If you have "or later" then someone can take the source
code and redistribute it under GPLv3. The "or later" is an additional
permission that is granted and you can't just go take that away without
removing all references to it. Even then, someone can just take an
older release and use that.
