Sensibly, everyone ignores this advice.
"Autotools-generated source packages are intended to be
buildable
without requiring the autotools on the host system. autoconf, automake,
libtoolize [...]
which shows how stupid it is, because when you build an RPM in Koji
you obviously _do_ have all the autotools available to you.
