Many of those stuck updates have no builds associated, therefore they are stuck.
They should have been purged by a celery task, but it seems it doesn't run or it
fails:

I have no access to bodhi backend and I cannot check logs to see what's going on
there.
Yeah, I am not sure either... we can definitely get you access to look
