If there was no public available source repo, yes we'd complain. If
there was, I don't think we'd complain really.
Remove the special exception and the projects can deal with it the way
they want. If they provide a source repo, that would be following good
upstream practises. If they go and link to the package cvs, then they
are just being deliberately lame.
