It depends exactly how far "from scratch" you want to go. For RISC-V
because there were no .riscv64.rpm packages to start with, we had to
do a full bootstrap entirely from nothing, and that's pretty
complicated. I saved the instructions here:

However I guess for reproducible builds you don't mind starting from
the existing (non-reproducible) RPMs, in which case it's basically the
same as a Fedora Mass Rebuild, just schedule the packages to be built
in your "shadow" Koji in alphabetical order.
