AppStream uses it[1], and also tries to map the Fedora licences to
SPDX forms[2], with a limited amount of success.
And this I think is a practical thing to do, in between
the extremes of "ignore SPDX" and "convert all spec files right now".
Maintaining a robust bidirectional mapping and fleshing out the
corner cases would help things like auto-generating initial
spec files and validating them as upstream content changes.
