But remember this isn't exclusive to netinstall. Only the live image
runs a GNOME session: that's the only scenario when anaconda is running
inside GNOME.
I think it makes sense to open a bug against anaconda to ask the
anaconda developers whether text-to-speech is intended to work outside
of live images.

have any experience
what all needs to be available (what packages should be included & what services
started)
to make text-to-speech work on the image. We would definitely welcome some feedback
from a domain expert on this.
There is also possibly an issue with size of the network installation image growing
(which influences minimum RAM requirements for network installations in some cases),
but I think we can look into that once we have concrete numbers available.
It seems odd to require that blind users exclusively
use live images to install Fedora. E.g. that's not how RHEL is expected
to be installed. And non-Workstation Fedora products do not have live
installers.
