This should, in my opinion, be disabled by default.
The default-off setting should be self-documented in the config, so
that it could be easily found and toggled on/off.
No the current state (save bandwidth by default for both clients and
mirrors) is fine. If someone really wants to always download all of
them he/she should opt out.
