That doesn't make sense. If swap is maxed out, something gets OOM killed,
not
slowed down.
I see a fairly reproducible issue with acroread run as a mozilla plugin
consuming all memory and killing the machine. OOM doesn't kill it.

Unfortunately haven't had much time to investigate further. Basically we
don't run with the pdf plugin enabled anymore.
