Sometimes yes. I have seen people still using RHEL 5 and building packages for RHEL 5.
It is not needed to be present in Fedora's dist-git but you usually do not know what
is the maintainer workflow. You may
complicate his life over the purity of Fedora's dist-git.
You can submit few PR and you will see how maintainers will react. And the reactions will
vary.
