They may expect the keyboard layout chooser to use them, but you end up
with awkward situations where geopolitical flags don't usefully
represent keyboard layouts that are used in multiple countries or
countries which have multiple keyboard layouts. Even from a purely
technical perspective, flags rarely accurately depict what you're trying
to present to the user.
