What you propose would become the new Extras - there would be "official"
and "unofficial" where currently there's "Core" and
"Extras".
Kindof... it would mostly control what kind of updates could be applied
to a package in a release branch and which packages could be selected in
a CD/DVD compose and still be branded as "Fedora".
