syslinux is by default only used on the live media. Legacy installs
today provision grub2. So moving them to live media would probably be
less, but it won't solve the overall problem.
SYSLINUX is also used for PXE and a number of other boot methods in
BIOS. The main deliverable we use it for is live media, but there are
other things too. Most of that is thankfully documentation on how to
use GRUB for the same thing.
