KDE actually does.
That said, it doesn't detect an NTP setup configured with
system-config-date, it shows NTP as not in use. It also only supports
selecting a server from a list or entering a server into the combobox, no
multiple servers, no advanced options.
proper ntp setups require atleast 3 servers to be set. (proper tuning
various more things.)
