It has always been a bad management decision to not change.
That's an odd view of management, and not one I recognize.
I can assure you that Red Hat management don't care a fig about
whether Fedora uses Koji or OBS or anything else. IBM acquiring Red
Hat will not change that one iota. I doubt anyone in IBM's management
even knows what Koji or OBS are, or would care if they did.
