CentOS Stream 9 and RHEL-9 will only support Power 9 and above
architectures. So COPR will not be able to build CS9 or RHEL-9 at this

I am guessing the s390x emulation is also an architectural issue as I
believe the minimal system for 9 to work on has also moved.
right, RHEL-9 moved the minimums to Power9 for ppc64le and z14 for s390x
