So I took the Desktop manifest from Test1, added the Mandatory and Defaults from these groups:
gnome-software-development x-software-development java-development development-libs development-tools web-server dns-server server-cfg news-server smb-server sql-server mail-server printing mysql ftp-server network-server legacy-network-server
Then I did a spin. I wound up with 3.5~ CDs worth of content.
http://people.redhat.com/jkeating/f7-classic.manifest is the manifest. http://people.redhat.com/jkeating/f7-classic.list is the full package list.

Also, the livecd includes:
alsa-utils chkconfig dhclient gnome-mag gnome-python2-canvas gnome-theme-clearlooks-bigpack gparted gucharmap m17n-lib NetworkManager-openvpn ntfs-3g ntfsprogs redhat-artwork scim-libs xscreensaver-extras-gss xscreensaver-gl-extras-gss
These were not included in the desktop manifest (although a good chunk were probably pulled in via deps.)
