Systemd provides ConsoleKit, both sources were merged recently. The
login manager aka LightDM launches ConsoleKit. CK is needed for upower,
udisks and other authorized access to system tools.
What you mean is udev, which was merged into the systemd git repo. [1]
I think ConsoleKit will be removed or already is removed from fedora,
because it's not needed anymore.
