[patch] fixing torrent links

Our torrent links on http://torrent.fedoraproject.org/ contain two slashes in them (such as http://torrent.fedoraproject.org/torrents//Fedora-13-source-DVD.torrent). I was wondering thoughts on this, to fix it. Smooge was concerned about the fact that other things might depend on the .conf files. I didn't see anything at first glance, but I could be wrong.
