Well you got the debuginfo rpm from rpmfusion. Your best bet would be to loo there. The gpg message is because you do not have the rpmfusion key imported

It's worked fine on x86 for me in the past from rpmfusion, I'm not even sure what device it was on and it's likely been reformatted to ext4 so I'd be unlikely to be able to test but there's no reason it should work any differently on ARM.

You need the exfat-fuse package in order to actually mount exFAT filesystems. exfat-utils only contains helper utilities like its fsck.
BTW, if you're going to use packages from rpmfusion, you should properly enable the repository so you can install packages with yum/dnf and receive updates as usual: http://rpmfusion.org/Configuration
Then you can just `yum install exfat-fuse`.

I am still getting used to the Fedora world having come across from Ubuntu so it's probably something I am not getting right. Or maybe I just need to run the 266 MB update.

Did you make sure to select the "Rawhide" package from the Configuration page? This looks as if you selected a rpmfusion-free-release package for a released version of Fedora, which has a different repository layout with testing updates, etc. that aren't necessary in rawhide.

exfat is supported through rpmfusion, it's not shipped in fedora directly so you need to ensure you have the rpmfusion keys installed.
