I am still having problems to log in a KDE session, resulting in a login loop. The only way is to login to CLI a startplasma-wayland there. There is nothing in the journal, weston just simply quits.
/etc/sddm.conf attached (unchanged from the initial installation). /etc/sddm.conf.d is empty.

All the entries in your sddm.conf are commented out. Are you sure it's right?
I'm sure it's the file installed by dnf:
$ rpm -V sddm ......G.. /run/sddm .M....... /var/lib/sddm $
i.e. it hasn't been modified. IOW all the settings are just the defaults listed in the file.
