alltright, I can confirm that it is showing up again, when clicking for a while onto it. Seems like I miss the changelog then, just noticed it after the second crash messing up the panels on the second screen and wondered if this is being a bug or feature.

Yes this was changed but I cannot find the changelog info at the moment.

To make the border with the buttons visible a long click of about 1 second on the plasmoid will make it visible.
