Ya! That did it.
installinag packages via rpm-ostree is quite slow at the moment.
True
Although with mozilla-iot-gateway it's especially long. Even just
untarring it, makes thousands of directories and 10's of thousands little
files. Even on a fast machine it's slow, but on an sd-card ... patience is
required. :)

If someone could just try to install something on aarch64 using
