icons theme update takes forever

hello, few days ago I have changed my icons theme from oxygen to Neon, as far as I can see all the icons have changed, but the "updating system configuration" dialog keep on working since that time (about 3-4 days) the percent indicator is traveling back and forth along the day... now clearly something is wrong here, question is what and if I should file a bug and against what package? and if I can kill it with no worries of damage? thanks, YB.
