A question about "focus follows mouse"

Hi, I'm running with "system settings -> window behavior -> focus follows mouse" and am having problems with the focus sometimes NOT being the widget where the mouse pointer is located. I have alt-up set to raise a widget and alt-down to toggle up/down behavior. Am I misunderstanding how this setting should work. When I raise/lower widgets, the focus does NOT always follow the mouse. Thanks, George...   "It's not what you know that hurts you, It's what you know that ain't so." Will Rogers...
