A couple of years ago Rex posted this:
kquitapp5 plasmashell
killall plasmashell
/usr/bin/plasmashell &
I've used it in the past (plasmashell used to crash quite frequently
for me) but not recently.

I have that for restarting a plasmashell when it acts up. In this case,
it is already dead.
I am logged in on tty2 and can get a shell on tty3. No need to kill
plasmashell since it is already dead though.
Didn't work from a different tty. No way to open a terminal in the
present session.
Will have to kill my present session and login again.
