Not sure whether it's related, but I experienced similar annoying lags
when the baloo file indexer goes crazy for some reason. I ended up
disabling it.

It's not, because they both have identical kernels. I did some search a while
ago and found this bug as fixed in upstream. However the kernel we now have in
Fedora 30+ should be already the one containing fix for this, which means it's
not fixed at all or it's a different issue.
I myself experience this while I have setup with external monitors attached to
my laptop. Using just my laptop I don't seem to experience this at all or that
much.
