I've grabbed the build from the project site. On F28, installing from testing didn't work out:
$ dnf install --enablerepo=updates-testing strawberry Problème: conflicting requests - nothing provides qtiocompressor >= 2.3.1-17 needed by strawberry-0.3.3-1.fc28.x86_64
indeed: qtiocompressor-2.3.1-15.fc28.x86_64 is the highest version in F28
