Dovecot error messages are not clear about exactly what is wrong. I had

IMO add user or Dovecot itself should create this directory if it does
not exist.
Why would it want an imap directory to serve pop3? I think you should check
your dovecot configuration file carefully. You must have something there
confusing things, I think.
I don't use dovecot with pop3, so I can't give you specific help, but the
documentation on their website is excellent.
