It appears that the F10 preupgrade utility does not build the kernel modules for twofish-common and therefore preupgrade is unable to continue on LUKS encrypted filesystems using this cipher. Is there a way to build these kernel modules manually and get them into /boot?

preupgrade doesn't build any kernel modules of any kind. It just downloads the kernel and initrd for the installer.
If you want to file a bug - file it under anaconda.
