After today's Rawhide update, I'm unable to startup. I first installed
kernel 5.3.0-0.rc3.git0-debug and that rebooted fine without any other
updates. And then did a 'dnf update' that installed a bunch of stuff.
The hang happens at:
A start job is running for Load/Save Random Seed (22s / 9min 58s)
And it happens even with enforcing=0
Eventually startup resumes about 4-5 minutes in, before the timeout is exceeded.

OK yeah this is a regression. It may depend on some CPU and kernel
interaction to set up the entropy pool, so the problem could appear on
some systems and not on others. I'm not seeing this in a VM, but on
baremetal.
If I downgrade to systemd-242-6.git9d34e79.fc31 the problem goes away.

A work around in the meantime is to type some keys in the blind at the
boot scroll when it gets stuck, and once you've typed enough it will
become unstuck, and startup will complete.
