I suppose it might be a good idea to report this as a bug,
but I can't even imagine what to report against - kernel?,
gnome?, upstart?, something else?
I was getting avc's from selinux on shutdown not too long ago, and I think
the fixed selinux-policy only made it into F13 stable very recently.
So you might want to see if you still see the problem.
