The test is there ... but the method of delivering feedback is different
in the installer vs firstboot. In the installer, you don't get weak
password notification until you select 'Next' (see screenshot [1]).
While in firstboot, you get immediate visual feedback on the strength of
the password. Mgracik (firstboot maintainer and installer developer)
has talked about unifying those interfaces, but for now they are
different.
You can verify this by entering a very weak root password; it'll refuse
it, or warn you. (Try 'root').
